**From the Hill: Time Running Out for Children's Health Program**

The State Children's Health Insurance Program, which provides low-cost 
health care to more than 6 million children and adults in the U.S., 
expires on October 1. Congress is preparing to vote to continue the 
program and expand it to include 4 million uninsured children who 
otherwise don't have access to health care. President Bush has promised 
to veto the bill because it expands the government's reach in helping

**Iraq: Hear a Special Briefing from Iraq Study Group Advisor**

In a special telephone briefing last week to members of the FCNL 
network, a senior advisor to the bipartisan Iraq Study Group stressed 
the key role diplomatic negotiations with Iraq's neighbors must play in 
ending the conflict. "With respect to Iran there is the 
possibility of finding important common ground and shared interests. We

Published**

In a letter to the Detroit Free Press published on September 11, 
Jennifer Chapin-Smith wrote that "It's clear that war is not the
